Developed in the project phase of a construction project, this two-step procedure reduces the risk of terrorist threats during construction or operation.
The first step focuses on technical specifications and confines them within legal terms. The technical specifications are worked out based on a threat model containing a violator, computer models of crisis situations and possible outcomes.
The following technical specifications can be addressed:
- Territory protection (access management, video surveillance, inspection systems, structural monitoring and other services).
- Structural enhancement to deal with explosion loads.
- Layout arrangement and technical rooms.
- Regulations of safety and operational services during critical situations.
The second step focuses on antiterrorist measures in the project design itself. In this step suggestions are made to improve the design of a structure with the reduction of terrorist threats in mind.
